Per 1880 census, both of his parents were from PA.
Aug. 11.--A. W. McConnell, who has been sick for some time past, died Wednesday evening, Aug. 6. The funeral was preached the following day at the Presbyterian church by Rev. Bruce after which the remains were buried in the family graveyard northwest of town, by the Masonic order. Mr. McConnell was born in Franklyn [sic] county, Pa., Sept. 25, 1822; came with his parents to Illinois in 1838, and was married to May [sic] Evelyn Walker, Oct. 22, 1851, she dying on Oct. 9th, 1883. To this union seven children were born, five of whom are now living. He was again married Nov. 25, 1886, to Mrs. Maggie F. Allton, who survives. He united with the Presbyterian church in 1872, living faithful to his profession, and being sustained to the last by grace from Him who doeth all things well. Mr. McConnell was a kind father, and will be missed by his children, neighbors and friends for a long time to come.

Per the 1880 census, he was a grandson. However, the only son was Ezekiel, who would have been nine years old when Frank McConnell was born.
Possibly he was a son of one of his daughters.

Zachariah McConnell lived in Coshocton County in 1850 and moved to Christian County, Illinois by 1860 the same as John W. McConnell, who was in the 1860 census in Cold Springs, Shelby Co., IL and prior to that in Tuscarawas Twp, Coshocton Co., OH.
Per his son's Civil War enlistment record, his son was born in Nashville, Holmes Co., Ohio. That is probably where Zachariah McConnell was marred on April 2, 1835.
1840 Census, Knox Twp, Holmes County, Ohio. In this census record, he spelled his last name McKonnel, which is exactly how Jacob McConnell (John W. McConnell's son) spelled his last name in his wedding record. Zacharias was 20-30. His wife was 30-40. There was someone living with them (I think possibly a Jonathan McConnel, age 10-15), John A. McConnell, and a daughter under 5.
In 1850 he was a wagon maker in Tiverton, Coshocton Co., OH. He was 34 and he was married to Hanna, age 44, from PA. He had a son, John A., age 12, and a daughter Sarah, age 7. Both children born in Ohio.
Also in the 1850 census,Tascarawas Twp, Coshocton County, Ohio was a John McConnell (also called Jonathan McConnell). He was recently married to Mary J. Haney and they had a son, Samuel McConnell.
On February 4, 1864 he enlisted as a soldier in the Civil War in Mechanicsburg, Sangamon Co., IL. He was a private in Company B, Unit 10 Illinois U.S. Infantry. He put his age at 44, he was 5' 8 1/2", hair dark, eyes blue, complexion dark.
He mustered out July 4, 1865 in Louisville, Kentucky.
